Town Of Florence: Frog Lake Eurasian Water Milfoil Removal: The Town of Florence in cooperation with lakeshore residents of Frog Lake will sponsor a project to remove/control large beds of Eurasian water-milfoil hybrid. A large EWM hybrid bed will be treated in accordance with the DNR issued Aquatic Plant Management permit in spring of 2005 and possibly again in late October, 2005 depending on summer growth. Weevils will be added to the pond and lagoon in early summer 2005. Hand removal by lake association members will be ongoing. This integrated pest management process will be repeated as necessary for at least the next five years.

Products:
1) Articles about the project will be written to local newspapers.
2) Frog Lake residents and landowners will be updated about the project through direct mail and email.
3) Chemical treatment of EWM beds in accordance with DNR issued Aquatic Plant Management permit in addition to weevils, and manual removal following WI-DNR recommendations.
4) Pre and post treatment surveys (for known and unknown areas of infestation), mapping the location and densities of EWM hybrid, will be conducted.
5) An aquatic plant survey, using the WI-DNR point-intercept methodology, will be conducted. Electronic and paper data made available to the DNR.

Project objectives/ tasks: 1. Investigate extent of EWM in North Lk by field investigations in 2012 and 2013: monitor, document (using gps units), record and map EWM distribution and density; train volunteers to participate in 2013 EWM monitoring. 2. Hand-pull EWM discovered in field investigations: using snorkel gear or SCUBA, hand-pull reasonably sized EWM colonies found during monitoring; monitor hand pulled areas to check treatment efficacy; evaluate feasibility of EWM chemical treatment. 3. Summarize ZM findings of ongoing UWSP research as related to North Lk and the SECOLA: summarize information on ZM population in North Lk and the SECOLA; develop ZM long-term monitoring plan in the Chain. 4. Create a unified and educated response to ZM and EWM to protect North Lk, the SECOLA, and other region water bodies: meet with the SECOLA board and WDNR staff to develop a response plan for preventing movement of AIS to and from North Lk; incorporate ideas generated from the SECOLA-WDNR meeting in the North Lk Adaptive Management Plan; investigate potential boat wash station purchase for use at North Lk boat landing; verify appropriate signs are posted at North Lk public access.

The property includes 300 feet of frontage on Crane Lake, approximately 33 acres of wetland, an artesian spring, a pond and stream, and several acres of upland. The property will be managed in accordance with the Property Management Plan as outlined in the Land Management Plan attached to the Project Application (Form 8700-283) for this Lake Protection Grant.

Sokaogon Chippewa Community: Zebra Mussel Df Study: This project will continue the study and assessment of the impacts of zebra mussels on Lake Metonga. Specially, water chemistry, phytoplankton, zooplankton, zebra mussels, crayfish, walleye and yellow perch will be studied. The objective of this study is to gain information about the changes within the ecosystem and possible management options.

Deliverables include:
1. An annual progress report
2. A Final report including results, any management recommendations that can be determined from the available data, scientific literature review, summary of methods, results and discussion. The report will include both summarized and raw data.
3. This report will be made public within the community and will be provided to the Department in both hard and electronic copies.

Pickerel/Crane Lake Prot & Rehab District: Res-Pickerell Lake Aeration System: The project will install an aeration system, monitor Dissolved Oxygen throughout the winter, and provide education on sources of nutrient loading into Pickerel Lake. The project will also include an education effort for safety of open water and sources of the problem which have lead to the need for lake aeration.

All required permits will be received prior to equipment installation.

Specific deliverables for this grant project include a final report describing project accomplishments.

The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report. The project results will be disseminated to the public by newsletter(s), public meeting(s), and/or local newspaper articles.

It will provide self-help assistance through education in water safety and water quality monitoring. A sociological survey will be utilized. The plan will be mutually beneficial to both man and nature. It will be designed to protect environmentally sensitive areas and to provide for safe boating and other water recreation.

Spread Eagle Chain O'Lakes Association: Middle Lake Management Plan: The Spread Eagle Chain O'Lakes Association proposes to develop a protection and management plan that takes into account findings based on studies of the lake's physical, chemical and biological conditions. Studies will include water quality, aquatic plants, watershed, land usage impact, use and maintenance of Bass Island, and fish management. They will also provide self-help assistance through education in water safety and water quality monitoring. The plan will be mutually beneficial to man and nature, designed to protect environmentally sensitive areas and promote water safety. The project will expand involvement in water safety. A survey will be conducted to identify perceived needs and establish a focus for future efforts.

Town Of Washington: Butternut & Franklin Lakes Limnological Baseline Studies & Apm Plans: The Town of Washington is sponsoring a large scale lake planning grant to study Butternut and Franklin Lakes in Forest County with a study completion date of June 30, 2008. The Town of Lincoln, Town of Cloverland, City of Eagle River, and Butternut-Franklin Lake Foundation are project partners. The project will focus on developing an Aquatic Plant Management (APM) Plan for each lake.

Project activities include:
1) Data review, project kick-off meeting and project final meeting
2) Develop public questionnaire and prepare educational article
3) Point-intercept (PI) survey of aquatic plants with 2 sets of pressed plants from each lake

Town Of Florence: Spread Eagle Chain Of Lakes Planning Assessment: The Town of Florence proposes to conduct a planning assessment of social, physical and regulatory data in the watershed around the Spread Eagle Chain of Lakes. The project will cover the following activities: 1) water quality data needs, 2) land use and zoning recommendations, 3) public access recommendations, 4) future planning needs, 5) GIS data files and maps of land use and physical settings. The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report. The project results will be disseminated by public meeting(s), newspaper article(s) and final full report mailing(s).

Spread Eagle Chain O'Lakes Association: South Lake Assessment And Study: The Spread Eagle Chain O' Lakes Association is sponsoring a project which will develop a lake management and implementation plan for the protection of South Lake. Water quality samples will be submitted to the State Lab Of Hygeine (SLOH) and will be submitted to the self-help program. An aquatic plant survey will be completed with the method in the proposal that has been approved by the Department. Data from the survey will be included in raw data tabular format, summarized in tabular and graph format, and a map will be created.

Voucher specimens will be collected, submitted to the Department for review and retained by the association. The watershed will be defined, sensitive areas (i.e. wetlands and steep slopes) will be mapped, and phosphorus loading will be estimated using WiLMS version 1.01 or more advanced model. Recommendations regarding impacts from recreational use will be made and included in the final report. Fish species will be based on previous DNR surveys, spawning beds and nursery locations will be identified and a long-term fish management plan will be developed. The South Lake Dam and the Bridge crossing will be inspected and recommendations for management will be made in the report. The education portion of the project will include a Canoe Classroom and will include the development of curriculum for education about South Lake. Deliverables for this project are listed in section E of the proposal and include 11 specific items. All final products will be provided to the Department in electronic (pdf) and hard copy format.

WDNR Lakes Management Coordinator will be provided with an electronic (pdf or word) copy of project report, data from PI survey, all maps from project, all GIS data, and aquatic plant vouchers.

Spread Eagle Chain O'Lakes Association: West Lake Management Plan Development: Develop a lake management plan with recommendations for West Lake in the areas of water quality, fish management, and aquatic plant management. Project activities include:
1. Water quality sampling
2. Determine major aquatic plant species and map their relative abundance. Make management recommendations concerning weed control versus fishing habitat.
3. Use water quality information to determine impact of development on west lake.
4. Map sedimentation along the shoreline; estimate depth and determine sources.
5. Identify major fish species, their relative abundance, and spawning and nursery locations. Recommend long term fish management plan.
Educate association members in the use of water quality sampling equipment and sampling procedures.
Prepare a final report on the results of the above tasks.
Disseminate information on the project results to the public by newsletter, entire report mailing, public meeting, summary report mailing, newspaper article, and comprehensive management plan.

Keyes Lake Improvement Association: Florence Co. Lakes Protection Through Education, Outreach, & Hands On Experience: This project is sponsored by the Keyes Lake Improvement Association and will work in partnership with the Florence County School system to establish an adopt-a-lake program on Keyes Lake. The project will also create shoreline restoration education sites on Keyes Lake, Fisher Lake and Lake Emily. Students will collect information on the lakes and will also be involved in larger community based education through media contacts and other outlets. This project will create several lending libraries with reference materials on shoreline restoration and lake protection.

Project Deliverables and Requirements include:
1. A summary of the following lake assessment items along with the actual data collected (when appropriate) will be provided to the Department: water quality data, macrophyte data, physical habitat assessment, maps of aquatic plants and exotic species monitoring.
2. Copies of shoreline restoration education materials that may be created during the project will be provided.
3. An executive summary of all the activities completed under this grant that includes copies of articles, presentation, web site information and any other educational/informational materials developed. A list of the location of all lending library locations will be provided to the Department in a web compatible format.

Northwoods Land Trust, Inc.: Florence County River Conservation Project: Northwood\2019s Land Trust, Inc. proposes to conduct a direct mail education campaign with all property owners on the priority river and stream segments in Florence County that were identified by the DNR Northern Rivers Initiative. An information packet will be provided highlighting voluntary conservation options those property owners can utilize to protect the priority stream corridors. Those options include conservation easements, land donation, land registry and conservation buyer programs. Individual on site property assessments and conservation planning will be conducted with any landowners who express interest.

The project includes the following goals: 1) Direct mail information packets describing voluntary conservation options private landowners can utilize to protect their properties. This information will include how the options can protect land while also providing income, estate and other tax benefits to landowners. The mailing will include all private property owners with at least 500 feet of natural shoreline on these priority river segments; 2) Conduct on-site follow-up contacts with interested landowners as generated by mailing and media publicity; 3) Encourage interested landowners to voluntarily enter into perpetual land protection agreements or utilize other land protection tools to protect their priority river/stream segments.

Project deliverables include: 1) Copies of color GIS maps of each of the towns with digitized parcel maps will be provided to illustrate the parcels/landowners identified within 500 + feet of existing natural shoreline frontage; 2) A generalized listing of Florence County landowner follow-up contacts by program type will be provided.

Trout Unlimited-Wild River Chapter: Spencer Creek - Reconnecting Coldwater Habitat: Wild Rivers Trout Unlimited will be sponsoring a restoration project on Spencer Creek, Forest County, WI. The project will replace an undersized culvert that is restricting flow and, is creating sediment deposition upstream from the culvert and scouring downstream from the culvert. The perched culvert is also impeding fish passage. Replacement of this barrier will reconnect 5 miles of Spencer Creek to the Rat River system and 1.56 miles of Swan Creek.

Project goals: Restore the instream habitat and aquatic connectivity of Spencer Creek. Additional expected project accomplishments include: elimination of impounding conditions upstream from Flanner Road; restoration of natural stream velocities both up and downstream of the road crossing; restoration of trout and other aquatic organism movement throughout the entirety of Spencer Creek and in and out of the Rat River, allowing natural movements to complete life history stages, increase coldwater refuge areas during warm water periods in the Rat River and, increase genetic diversity among the trout population in the entire system; reconnecting 5 miles of Spencer Creek; reconnecting use of 1.56 miles of Swan Creek.

Project deliverables: A post construction report describing monitoring conducted to document changes in velocity, water depth, silt depth, substrate type, invertebrate abundance and a mark and recapture study to ensure that fish are moving through the newly installed culvert. Temp thermistors will also be deployed to document any changes in upstream water temperatures.
